The RC&D Program is intended to be a cost-effective Federal Government delivery system that builds local working relationships for conserving and developing natural resources and that enhances the social, economic, and environmental conditions in the region.  The federal program is administered by a local nonprofit organization know as an RC&D Council.  The Threshold To Maine RC&D Council is sponsored by the York, Cumberland, Oxford, and Franklin County Soil and Water Conservation Districts; York, Cumberland, Oxford, and Franklin County Commissioners; Southern Maine Regional Planning; Greater Portland Council of Governments; Androscoggin Valley Council of Governments.

The mission of the RC&D program is to help coordinate the total resources of USDA and other public and private partnerships to build relationships, create financial leverage, and increase the ability of communities to meet their regionally identified resource conservation and development needs.

The mission of the Threshold To Maine RC&D Area is to help individuals and communities pursue natural resource based opportunities in southern and western Maine by providing technical assistance to promote social improvement, economic development, and environmental protection.
